There are limited numbers of World Cup winners so it should be easy to disprove.
The tweet probably is right, meaning whoever wrote the question put some serious work into being a prick.
Never playing in Germany rules out the entire German squad aside from Mustafi, who's ruled out on all other criteria. Never playing with Ramos rules out the Spanish winners. The Italian winners all hung around in Italy or played under Ancelotti, aside from Grosso who's ruled out by Mourinho.
Thinking about it specifying that the player wasn't English before saying they've won a World Cup is a fairly good sing it's a troll.

Having done 30 minutes of research, there's no way it's real. Kaka is the killer - he's only played for a few clubs, and 10 years of his playing time is ruled out by Ancelotti and Ramos. There's noone in his 2013 spell that meets the criteria either.
Edit - and none of the Brazilians from 2002 fit.

If there's someone from the 1994 Brazil squad who lasted long enough to play with Kaka and Robinho and then became part of Mourinho's coaching team then that'd almost certainly be your guy, but I think at this point it's safe to assume either the question is a noise up or whoever made it has ballsed up one of the criteria.
If he was a coach he wasn't managed by Mourinho.
