They literally always are. Every now and again a referee decides to clamp down on it but the vast majority of the time it's just ignored.

Kjaer didn't deserve to go out for his penalty, but Denmark did for that foul. Those should be penalty goals.

I really want penalty goals. Make a theatrical thing where the ref pings it up to the goal line, does some double-armed signal into the net, then points back to the centre circle as all 11 defenders seethe at him.

Problem with that idea is that, once a striker gets beyond the last man, the defender will just give up.
