Because it's not another 22%, it's 4% +£1000 consolidated this year on top of the previously imposed award and 6% next year.
It barely beats inflation and does next to nothing to address the >35% pay erosion over the last 15 years.
Fixed amount pay rises are also worse than percentage pay rises because the money becomes less valuable over time with inflation. In 10 years £1000 will be worth less than now, hence why the government likes making such offers.
The whole country has had pay erosion. I'm not sure why you lot think you should be immune to that.

Even before you were to subject the data to any scrutiny it's not a proper like for like comparison anyway when you factor in the 20%+ pension contributions NHS workers get. Private sector you're lucky if you're on 5%.

My pay has dropped >25% in real terms and my pension is also worse than they used to be.
Private sector wages have stayed roughly the same in real terms, as have their pension contributions.
I.e. most people have roughly broken even, whilst I've lost a fucking shed load of money.
