I'm not sure that's always true. This sums it up nicely, I think:
A short illness is a nice way of saying they died of a condition which didn't take them suddenly and they didn't fight for years. The were diagnosed with pneumonia or something similar and died a few days later despite efforts to save them.
For example author Sue Townsend is described in several places on the BBC website as dying "after a short illness". The truth is that she died a few days after suffering a stroke.
The "short illness" description is used because BBC policy is that an obituary celebrates the life of a person and doesn't focus on their death. The actual illness that took her life isn't really relevant so it's glossed over with a phrase that makes it clear her death wasn't sudden or prolonged but doesn't dwell on the detail.
