All players born January 2001 or after don’t need to be registered for PL so they’re fine on that end as majority of their signings fall into that category. The Cat B players for CL (Broja, Hall etc) can be interchanged because they have been at Chelsea for a certain amount of years and don’t need to be registered. Madueke, Mudryk and even Fernandez don’t fall under this category due not not being home grown so would need to be registered as a senior member and take a spot from Ziyech or whatever. Even if Chelsea sold 10 players who were registered, they can only register 3 new players for the knockout stages.

Why have only Chelsea thought of doing it? Obviously it's prohibitive to lesser clubs because it can torpedo them if the signing goes tits up but for a group of charlatans like Juventus or Barcelona who are always looking to manufacture shit, it's right up their street.

Neither of those clubs have unlimited money.

It only works if you can weather the Winston Bogarde effect, which, seeing as Chelsea pioneered that conceptually, never seems to have been an issue for them. Probably needs a shady network of facilitators to make sure the merry-go-round keeps going in terms of loan fees and moving players on to keep the monies in jar ahead of the amortisation pot.
