Chelsea often seem fairly poor from an organisational perspective (which is surely the main thing the manager does). I think it would be quite hard to describe how Chelsea play and they seem quite reliant on individual brilliance a lot of the time (but that may be due to the players they have).
In both cases I think it's a case of simply moving the ball far too slowly.
