I'd say Rams, Ravens, Saints, Titans and 1/2 others definitely don't need him as their options are better/close enough that it doesn't warrant the upgrade.

Just take Chubb, Penny, Freeman or Ballage (or probably about five others who could be there & turn out great) instead. DeShaun could probably use an O-Line though.
We need a tight end & an edge rusher most, but we could use bodies on the O-Line, as well as an interior defensive lineman, a linebacker & a nickel corner. A decent developmental QB would be nice too, and probably still another receiver.
I’d take Mike Gesicki (I’ll go full Mel Kiper & add the ‘TE, Penn State’ schtick) in the first if we had to, but I’d be happier if we could trade down into early R2 & still get him, plus another pick.
