Does that mean you can kick someone and fall over if you are both running? Fuck City though so fair enough, I guess it's not that far from the Harry Kane 'toe the ball out of play and fall over' special [which also categorically shouldn't be a penalty but always is].
The equivalent situation for an outfield player is a winger poking the ball past a defender who attempts a tackle and in the motion of doing so, runs into the winger. The shot being off has absolutely zero relevance to the situation (in fact the only relevance it has is preventing Ederson from being sent off).
I mean they give fouls for follow through 99% of the time.
