They run into each other. Maybe if Nketiah could have gone on to influence the game, but the shot was off, it was incidental contact and a poor decision. Does that mean you can kick someone and fall over if you are both running? Fuck City though so fair enough, I guess it's not that far from the Harry Kane 'toe the ball out of play and fall over' special [which also categorically shouldn't be a penalty but always is].
The equivalent situation for an outfield player is a winger poking the ball past a defender who attempts a tackle and in the motion of doing so, runs into the winger. The shot being off has absolutely zero relevance to the situation (in fact the only relevance it has is preventing Ederson from being sent off).
I mean they give fouls for follow through 99% of the time.

No Arsenal player touches the ball after the foul, there's no advantage gained at all.
They aren't being punished for hooking the ball away. If anything it's a good defensive move and they're rewarded as it gives them a chance to save the penalty.

I never really thought Arsenal could keep it up [their luck has been unbelievable - cf that disallowed penalty] but at the same time I didn't think they'd fold so quickly. I guess City could fuck things up but this result [if it stays like this] feels like it would be fairly major [at least until City are relegated/docked 400 points].
