    FIFA to change loan laws in 18 months



    New FIFA loan regulations mean that Chelsea and other top clubs will reportedly have just one more season to trim their squads accordingly.


    The Times claims that FIFA will introduce a new limit on the amount of players clubs are allowed to send out on loan with the reduction applying from the start of the 2020-21 campaign.


    The number of players a club can send out on loan will be ‘strictly limited to between six and eight’ with clubs like Chelsea – who currently have 39 players out on loan – facing a race against time to overhaul their squad and youth development.


    Nemanja Matic, Romelu Lukaku, Kevin De Bruyne, Ryan Bertrand and Nathan Ake are a few examples of how the Blues have used the loan system in the past to develop players before selling them on for vast sums of money.


    The report in The Times continues by saying that the new regulations will be there to prevent stockpiling like this after Chelsea generated £139 million by selling those five players.


    There will also be a ‘smaller limit on the number of players that can be loaned to any one club’ with some Premier League teams currently sending multiple players to one outfit.


    Having said that, twelve of the current top-flight clubs have fewer than ten players out on loan and should have little problem complying with the rule changes.


    The loan cap numbers haven’t been rubber-stamped, according to The Times, but they will be finalised at an event in February when the football stakeholders committee meet.

    They should do something about buying and then loaning straight back as well. That's always struck me as a kick in the balls to the smaller clubs.

    This will only encourage the Man City system where the big clubs buy up farm teams.

    The Loan system is a good thing. Yes, Chelsea have 100 players out on loan in true FM style, but some of them go on to be part of title winnings teams and others become Josh McEachran. If the loan system is restricted, the level of football overall will decrease as players will spend more time at reserve level instead of playing in a high ranked league.

    Or selling a player with contractual clauses ie buyback, and previous selling club has option to buy if player is offered a new contract etc. A bit like the morata stuff that happened, sold and then a year later bought back to be sold.

    Step in the right direction though as it'll have more risk as players will have a bit of control to prevent it if they choose. Ie massive wage demands or sign on fee.

    Will make fm interesting.

    Hopefully never, but the American owners contingent are absolutely desperate for it to happen.

    Baseball has a structured farm system whereby the minor league teams are nominally independent but affiliated, so for example the Yankees have a Trenton team at the top level, a Scranton RailRiders at the next level and so on, and they can shuffle players between the various levels largely at will, and the Yankees control the whole thing. I bet many PL owners would love such a system but you'd need to abolish relegation.

    League has got it right on scamming grounds. In Australia a few clubs have their own reserve teams, but somewhere like Brisbane, with loads of smaller teams and no other NRL side within a million miles, just has all of the smaller teams farming into the Broncos (who have done their best over the years to squander this giant natural advantage). Over here we have a shit system called 'dual registration' whereby a Super League club can register five players with a Championship club, and effectively loan them out week-by-week. Most weeks they will be playing (but not necessarily training) with the lower division club, but if injuries strike they can be recalled for individual fixtures, before being sent back.

    It's all basically a scam to avoid having to pay for a proper reserve set-up, because they can justify it as the intermediate step between academy and first team, which is similar to how the Australian clubs do it. The difference is is that they have a never-ending talent pool over there, so established first graders only tend to be demoted down if they're being sanctioned for something, whereas we end up in the situation where somebody like Leeds can make or break Featherstone's season on a weekly basis should they recall their shared players.

    United having a bunch of players dual registered with Wigan, who they could recall for League Cup games and injury pile-ups. Richard Scudamore should be giving that bonus back for missing this.

    You could have 24 hour farming windows every Thursday where the moves have to be made. United could then sort Wigan out by promoting a player up from Oldham.

    Presumably this is Gary Neville's endgame with Salford.

    I can't wait for the inevitable heel turn on Salford. I don't know what form it will take, but they're definitely getting shafted - more than likely by that Peter Lim fella - somewhere down the line.
