He wasn't armed, but he had a firearms conviction, was driving a car that was flagged as being recently involved in a firearms offence, and when he was pulled over and blocked in by the armed police he refused to leave the car and tried to ram his way out. That is to say, he was executed by the state for the colour of his skin.

For anyone within the EU it does. And it has been a problem, no matter how uncomfortable that may be. Essentially unlimited labourers from the Eastern Block happy to work for 75p an hour is half the reason wages have been stagnant for nearly 20 years.
