The Dutch seem to all speak great English from birth (as I remember from dirgey European campsites as a child) so he has no excuse.
Yeah, majority of the Dutch and Scandinavians seem to have perfect English. I think a lot of their shows they watch aren’t dubbed when growing up so probably helps a fair bit.
Plus it's compulsory in schools (throughout, not just a token couple of years) in the Netherlands which helps a lot. Not sure how long it's been the case but you can probably work it out as about 50 years because the last remaining Dutch with sketchy English are all older than that.
All of the above is true for Greece as well, but our English is not good by any means. Obviously our language is a lot different than English which doesn't help, but I think it's also a matter of culture at some point.
The way my dutch mate says it is that all their TV isn't dubbed either so you kind of learn it just by watching Cartoon Network and The Simpsons as you grow up.
