It's generally a pretty good way of judging squad strength at a glance tbh, won't find many leagues where it misleads you. Plenty has been written on it.
I don't follow it particularly closely but that looks a very good Serie A side to me.

Tbh I don't know how good Juventus were last season because I didn't watch as much of them as you, but your argument seems to be that a player scoring lots of goals in a shit team means they will score even more goals in, and improve, a good team. I don't know if that is the correct proposition, or whether it's true.
Interestingly though it looks like Celtic look to be signing Giorgios Giakoumakis who was top scorer in the Eredivisie last season at VVV-Venlo who got relegated, so that will be another data point for our study.
