I can't read it, but 'special facilities' presumably means locked cabinets rather than Area 51, and claiming that he declassified them is an interesting one. He surely has the power to do that, and he doesn't appear to have done anything with the information, so there isn't a lot to go with.
It's probably some of the stuff that is meant to be compartmentalised and only viewed physically rather than he nicked all the alien dossiers.
