If the point is to avoid contact then only allow passengers of essential services dictated by the government on public transport and police those in groups, particularly in high risk urbanised areas. Joe blog walking to the park and sunbathing alone is more at risk by some draconian police office rocking up to them and telling them to go home. Be interesting to find out how many police offices have it and/or are asymptotically spreading it.
