Probably because they figure (hope) it won't get to those levels. We don't seem to be seeing the steep trajectory to get near them yet. Fuck knows how the Italians have made such a mess of things.

They must be looking at cases coming back from Italy and thinking, now that place is in lockdown, the spread will stifle. The ones that come back now will be self-isolated or quarantined. The worry is the people who've just had their holiday cancelled will be straight round trying to get tickets to Spain.
At the end of the day it's just a bit of football, the sky will not fall in if a few competitions go unfinished or don't happen.
