They spout off about it because it's a high-status opinion, and that matters more than actually putting your money where your mouth is and - for example - only working with female directors. Imagine if someone like Natalie Portman insisted on female directors being attached to any film that wanted her in it. She might lose a few decent roles and paydays, but wouldn't that do an awful lot more to boost lady film-makers than wearing a dress with their names on it?
