It wasn't. At all. He did land several banned elbows. That they absolutely shouldn't be banned is irrelevant.
Elbowing someone is banned but booting them in the face is fine? That sounds like a sop to the ad lobby.
It's something called a '12 to 6' elbow that's banned, driving the point of the elbow straight down into your opponents head when they're down.
It was a compromise with the legislators who were in on an early rules meeting while they were trying to become regulated. One of them had seen someone on TV breaking bricks with that sort of elbow and made it a deal breaker that they be banned. The rule stuck and they just haven't revisited it.

UFC lightweight Paul Felder suffered a collapsed lung in the closing minutes of his fight against James Vick last night in Phoenix, his manager Brian Butler told ESPN's Ariel Helwani.
Doctors believe the lung was punctured when he took a shot to the ribs at the end of the third round. He is being held an extra day at a local Phoenix hospital for observation, Butler said.

I don't think I've ever wanted a fighter I don't like to win as much as I want Greg Hardy to win in impressive fashion tonight. If he does, you can safely bet everything you own on Derrick Lewis lobbying for the fight. Lewis' dad used to batter the shit out of his mum when he was a kid, which is why he was so keen to burst Travis Browne when the rumours of him hitting Ronda came out, and Greg Hardy is a man with a very famous record of domestic abuse. Lewis would have the jaw right off him and take it home to hold decorative stones.
