I always used to think it was because the rest of the (largely unseen) events are played at Rhyl or Prestatyn in front of 7 people and the referee, but these days there are loads of events in reasonable size arenas so I don't know.
Stephen Hendry did a behind the scenes video at the Crucible last year for his YouTube and other than the arena itself, it looked like a complete dump.
