Had a quick scan and in terms of pre-game odds it's the biggest shock going back to '98 at 25/1 or so. After that you've got South Korea vs Germany in Russia (19/1), Switzerland vs Spain in 2010 (13/1), Costa Rica vs Uruguay in 2014 (8/1). Senegal were apparently 8/1 vs France but I'm not sure how trustworthy the records are.
