It's not a sport with that kind of arbitrary decision-making.
Bullshit indecision from race control, just binning the normal procedure for the show.
It’s like Netflix scripted it. Why allow only the lapped cars between Max and Lewis to overtake the safety car? There’ll be appeals and protests galore after this.
None of this sits right with me. "Well, they'll need another lap to let the lapped cars go."

I've obviously not read the sporting regulations but I'd say that unless there's a precedent/provision for allowing some lapped cars but not others to overtake the safety car, Mercedes would be able to sue the FIA.

At first glance, any cars that have been overtaken by the leader makes me think it was an extralegal decision by Masi.If the clerk of the course considers it safe to do so, and the message "LAPPED CARS MAY NOW
OVERTAKE" has been sent to all teams Competitors via the official messaging system, any cars
that have been lapped by the leader will be required to pass the cars on the lead lap and the
safety car.
This will only apply to cars that were lapped at the time they crossed the Line at the end of the
lap during which they crossed the first Safety Car line for the second time after the safety car
was deployed.
Having overtaken the cars on the lead lap and the safety car these cars should then proceed
around the track at an appropriate speed, without overtaking, and make every effort to take up
position at the back of the line of cars behind the safety car. Whilst they are overtaking, and in
order to ensure this may be carried out safely, the cars on the lead lap must always stay on the
racing line unless deviating from it is unavoidable. Unless the clerk of the course considers the
presence of the safety car is still necessary, once the last lapped car has passed the leader the
safety car will return to the pits at the end of the following lap.
If the clerk of the course considers track conditions are unsuitable for overtaking the message
"OVERTAKING WILL NOT BE PERMITTED" will be sent to all teams Competitors via the official
messaging system.

If he'd gone straight for this then fine (or slightly more fine), but the teams were told 'Lapped cars will not be allowed to overtake' and then he changed his mind moments before the restart. He will have to go unfortunately.
It's all very well saying seethe and whatever, but if you don't have sporting regulations that are followed, you don't have a sport. It's like allowing an offside goal to stand because fuck it, the match will be closer this way.
I mean, the crucial turn for me was Mercedes keeping Lewis out there. Fuck track position when you've beaten him for pace for 30-odd laps.
The result won't change now, they've just demonstrated that appearances are more important than anything and that would be the worst look of all.

What's the tl;dr of what's gone on here?
Safety car comes out with 4-5 laps to go. Lewis stays out. Verstappen pits for fresh rubber. Commentary seems to think they won't get any racing laps unless they leave the lapped cars where they are. Letting them unlap would lead to another delay of one lap.
Horner screams at Masi to let the lapped cars out of the way. Masi obliges and then immediately calls the safety car in. It leads to one lap of racing.
The word you are after lads is NARRATIVE.
What makes it a rubbish call is that they only let a few cars through when you should let either none or all of them through.

Hamilton had an unassailable lead with about 6 laps to go and then some idiot drove into a wall meaning the safety car had to come out. It came out and as it was going off only lapped cars were allowed to overtake it, by which point Verstappen had cut the lead to nothing and we had a one lap race to decide the title, which Max won.
Even if you love Hamilton, there has to be something beautiful to find in Wolff absolutely raging.
Next time stop the race, let them both get fresh rubber, pull out all the other cars, and let them have a three lap shootout.
