My completely uninformed view would be that various/many governments provide funding for cutting edge research at various/many specialist centres the world over and cherry-picking something to fit an entirely different agenda is a bit off.
He cites at least one other expert (admittedly I have no idea of their credentials) who states Wuhan were doing Gain of Function research and Fauci then turns the point to say that the paper showed no link between that and COVID-19, which struck me as disingenuous and a deliberate attempt to obfuscate the conversation as that wasn't what Paul was asserting.
As an aside, I've just watched one of his videos on abortion and while I completely disagree with him, my God is he coherent with his argument.

As an aside, the NIH are balls deep in research all over the world. They’ll find anything and everything that is cutting edge so it’s no surprise they get caught up in some shit every now and then.

As for your second line, I don't doubt it. I just think one of the public faces of science possibly lying about it is really quite dangerous if he did. It's giving people who're genuinely anti-science ammunition.
It is definitely Rand Paul who first brought up COVID. Then Fauci focused on that instead on whether funding for gain of function research was given or not.
Zom is right that the NIH will definitely be involved in some shady stuff. You can't control everything that happens. Still, if funding for a certain type of research was halted and that research was still being conducted under NIH funding, then asking questions is fair.
All in all, it is a non-story imo.

This seems like extremely good news. Cases levelled off as well. If it's not good news then I might suggest we are fucked.
It is and yet we're still pushing vaccines through means of bribery.
I heard on the radio with the cases levelling off that it was because of how much was open and what we were allowed to do the case levels we were seeing were about as high as they would have expected it to get. The next test is a week from today once the last of the restrictions have been removed where that leaves us as they expect there to be another bounce upwards then.
But they expected 100k per day and 1k deaths by now

I think the fair graph comparison from wave 2 would be around 800-900 deaths a day at the moment (we're probably a week or so away from peak deaths due to lag etc).
