James's I'd say, but if the final s is because of plural then you just put the apostrophe without an s. That's how I learnt it at least.

If you say the extra "es" sound you add it. If you don't (as in, say, a surname like Bridges) then it's just an apostrophe.

Bridges, Connors, Davies = Bridges', Connors', Davies'
Although there are plenty that are borderline and that lots of people say differently, so it's more a guide than a solid rule.

Yeah it's perfectly acceptable to say James' in practice. It's certainly not one worth quibbling over because both variants are so widely used.
