seem to preclude Arab persons in Arab societies from being civilized, but talking about peoples lends itself to generalization--and, well, racism.
I'm not sure what Lewis means when he says the Middle East was a thousand years behind. In terms of economy and technology, no. The Ottoman Empire was a regular trade partner with European countries albeit not a significant one by the 19th century. Regions like Egypt adopted steam power in the 19th century, but it's worth noting that technological advancements had stalled until European science was translated and made available en masse in the late 18th century (I think, I'm not looking it up).
Culturally, though? The Ottoman Empire allowed the sex slave trade to go on until the early 20th century. In general, people were trash unless they were part of elite society. If we extend our criticism of peoples further east, India had a fucking caste system and still has an informal one.
If a country executes people for their political or religious beliefs, imprisons women for infidelity when they get raped, and happily lets foreign workers die on job sites, then it's a shit country. Saudi Arabia is a shit country. Saying that we don't "get" Wahhabism doesn't excuse it being a shit country. While the Saudis are the worst offenders, almost every single Middle Eastern country is a comparable shithole in terms of oppression and base hostility towards any person even slightly deemed 'other'.
Like much of Africa and Asia, the Middle East is generally shit at treating people humanely--be it for cultural reasons or economic restrictions--in the way that we reasonably expect in the western world.
In regards to Jews already being in Palestine by the end of the 19th century, well, the British started the Zionist movement in the early 19th century and supported Jewish persons emigrating to the region. It's not like the British only began wielding influence in the region at the beginning of its mandate in 1922.
And in regards to why do I care so much about Palestine, it's twofold: on the one hand, Israel is a disgusting country; on the other hand, my family is full of Lebanese people and I grew up with people yelling at the TV whenever Israel fucked up Lebanon or Palestine.

So yes, the Arab world fucking sucks, which is evident by the continued religious conflicts, repression of civil liberties and human rights, and number of autocracies.
Almost every person I've met in Canada from Lebanon, Iran, Egypt and so on have been pretty great people...and they all recognize that there are major problems with the countries they come from.
