There was about a twenty year post-imperial, embarrassed at how shit the country was period where we didn't, but everything before and since has had a flag or British or Royal on it (check your food for Royal Warrants). Presumably flags only end up on things following talking about whether to have flags on those things for self-promotional reasons. There is a long tradition of having a picture of the sovereign in your home or workplace, so, whilst it may have fallen out of fashion (and be a bit sad these days), it's not some alien thing we've imported from the wannabe American loser wing of the Conservative Party. Either way, they could do to approach this sort of thing with a bit more intelligence and less cringe, since [soft] nationalism is probably our best bet to avoid/moderate a lot of the communal violence we have coming down the line. Union Flag burkas for all.
They would do better to look at the psychological factors underpinning the cult worship of the NHS (which is very real) and try and deploy those around other things. Iconography ain't it.
