That's an absurd illogical proposition, clearly humans cannot be trusted to use movie theaters responsibly, if we ban them it'll mean that nobody will be able to watch any movies together thereby ensuring greater safety for our society. Was anyone, other than this 'gunman' actually shot in any of this? I think we're going to have to revise the active shooter news narrative, or at least wait until shots have been fired by people other than the police.
