Whilst the instant example isn't perhaps one to lose much sleep over, Qatar not getting the fee or whatever is hardly a tragedy and I don't know where any 'solidarity payments' would have gone, I'm guessing Monaco also have fairly despicable owners, but the idea of a move to a free agency system does present massive problems in terms of player development, money being kept within the game and the imbalance brought about by different national laws - most notably on tax.
