Lukaku could be a good striker if he was the right weight. He's in awful condition and he's not good enough to be a weighty back to goal striker as 1) he can't hold the ball up with his feet 2) he can't jump and win headers.

I think he just used to phone it in most weeks, but the fact his best performances were all at the highest level would suggest that he was incredible.

The principle in general never seems to work. Like when Arsenal sold Van Persie and 30 goals per year and replaced it with "not bad but not star" players, like Mertesacker and Arteta.
