To cancel HS2 you'd need a Thatcher figure to storm into the room and shout fuck off. Not going to happen with the amount of contracts etc that will be tied up in it and the number of people it would upset.
How much would it cost to build some sort of metro system in a city? I feel like you could probably build them in a good few major British cities for the price of HS2.

Large scale rail project over budget and massively late? Sounds about par for the course, I wonder if you adjusted the APT/Intercity fiasco for inflation if it would be better or worse than this. My gut feeling is HS2 will cost more (because of the extra infrastructure) but be better (by actually working to some degree).

The unions ruined the APT, and the InterCity was an excellent design. This is just out-and-out wank.
The Intercity worked but it was a 1940's solution to a 1970's brief. The Japs were donning everyone with the bullet train at the same time lets not forget.

I had to study if for a course on Rail Operations Management (lol) and essentially the problem in the UK is that every so often a big project is green lit, but when it finishes the specialists needed are allowed to retire or drift off elsewhere and there is such a gap that when the next project happens there has been a massive skills drain. Where in Germany for instance their rail infrastructure upgrade projects are completely mapped out for decades ensuring they have a well skilled workforce on hand at all times. The only rail project delivered on time in my rail career was the Ordsall Chord junction in Manchester and that has proved to be a white elephant.
The Germans have spent ten years too many building an airport that has gone five times over its budget, and their armed forces don't work. Plus they pollute like fuck and all of their car companies are bent, so let's not get too wrapped up with that lot.
The Brandenburg airport is their new national shame, and it's like a fifth of the cost of this railway.

It's not really the Germany are brilliant lobby more just an example of how the continental rail system works better than the UK one, for a myriad of reasons. Essentially boiling down to 'lol privatisation'
Private enterprise built the railways, and it was sorting them out after the First World War. It's all been bollocks since the government stepped in.
Anyway, I'm not sure how privatisation/cost-cutting explains large infrastructure projects running away with themselves when it happens across every sector and has been for decades, through the communist years and since. I think half the time they just fuck the initial sums up, whether deliberately to establish a foothold from which to plead sunk costs or just because planning the finance for something ten years away is ridiculous by definition. The Olympics for example went four times over budget, which sounds bad, but could it ever really have been done on anything like its initial budget? I think the last significant national project we did on time and on budget were the Resolution class submarines, which a bit of a crash programme and essential, so the cost was the cost and that was it.
For what it's worth, it was exactly the same with the UK water industry when I worked there a few years back. I think the general public would be shocked at how many assets/processes are broken down and there is no investment to fix them - all the while the owners are paying huge dividends to overseas pension fund owners.
And then everyone is shocked when untreated waste spills into the rivers, OFWAT issues another record breaking fine, further reducing investment. And so it goes on.
