I don't think they can. On the other hand, you also can't undo the effect of being genetically gifted with, say, a higher VO2max. So, even if a transexual has some physical/genetical advantages, so does every elite athlete out there.

I don't know exactly about testosterone, but the effect of some drugs (EPO for example) has been shown to last much longer than simply when it is being actively been taken (which agrees with what you said.) If testosterone is the same then it is a tricky situation. Clearly at an advantage over women, but at a disadvantage against men who actively produce testosterone. So we can either have a separate class, or just let them compete with whatever gender they decide to be. If a few transgenders started completely dominating their field then some questions would inevitably be raised of course. Then there are cases like these (http://road.cc/content/news/173121-transgender-cyclist-told-she-can-no-longer-compete-mens-events-despite-decades), where she has been competing (and doing well) against men but is now required to compete in the female category, where she might be at an advantage.
