This would be interesting if they were actually banned from signing people. But they'll just sign everyone as usual and then register them once the ban is up, as Barcelona did. Which strikes me as destroying the whole point, but whatever.

It will have at least a little effect. Turan and Vidal accepted not playing matches for a few months but that doesn't mean every player will.

They should just cancel the transfer/signing of any players where the rules were broken. That way it might actually be a deterrent.

Not at all, I would say it's as much a punishment for the players as for the club.

I'm probably being simple but the clubs get banned from signing players, the players get punished how? By being free to sign for a new club?
