I'm by no means an expert, but isn't it more about the hosts having to cover themselves? For example anyone could say something potentially libel at any time, and can the hosts risk something like that with the huge repercussions/fines?

That's insane.
It's not per se insane if the point is to have a tool to deal with problematic content.
The way it becomes insane is if it leads to the need for upfront compliance, which will obviously be ruinously burdensome. Like everything else conceived in this country in the last 30 years, that will be the case, the complaince costs will be devastating and none of the actual problems will be addressed - as with AML regulations, as with the bat protection shit, as with everything.
Reads like Large Tech's version of financial fair play.
