"She's vanished, we don't believe a 3rd party was involved but we're concerned for her safety" and it's job done. Everyone knows what that last line means without it specifically saying so. Instead, they kept parroting their insistence that she "fell in", which sounds far too accidental and preposterous when you see the setting. The family didn't believe that (presumably influenced by information they were privy to) so disputed it (in the hope someone had seen her elsewhere) and it just kept going.
