Yeah, it's dumb. Bear in mind that the 7/7 bombings (and the 21/7 follow-up ... and Stockwell ... and the recent Westminster attack(s) ) didn't garner that level of threat.
The idea of false flag terror attacks is absolutely comical. The idea that you could keep that sort of thing operationally secret without anyone leaking or discovering it, in this day and age, is just nonsense.

You need to define 'up to anything' in a way that will cover literally every single context in which suspicion will be raised. If you can't do that, which you can't because it isn't possible, then you're going to get shit happening to people who have no malicious intent whatsoever.
I'm not comfortable people seeing everything everyone does online. It's pretty obvious when someone is watching child porn or specifically planning a terrorist operation, but aside from those things there's a lot of cases where there's uncertainty and I can see people getting fucking hammered for not doing anything wrong.

That seems to be the pretty much standard police response to anything outside the Met these days. The burden on investigating crime very much falls on the public and if there's an absolute open and shut case then maybe, maybe they might have the resources to bother doing any police work.
