What confuses me is that TD has been dead for over 2 years now, yet Mark is still renewing the domains every year. It's still just displaying the same Cloudfare error message.

Mark must be dead, it's the only explanation for it. Hopefully he's missing and his bank account keeps renewing the domain until he's declared legally dead. Then his children or relatives can lol at the fact their will was spent on a Cloudflare error.
