He almost certainly does make up quotes, although I'm not sure he's ever been properly captured for it, but the bigger problem is that he makes up whatever meetings or scenarios he needs to pad out the narrative he's trying to present.
He's essentially a novelist.

I have the Wolff book and have read the first bit. First impression is that it's very likely based on real stuff but he's used quite a lot of creative license to create a "narrative".
