Probably not, but before they changed their minds to give it to the french, South Africa's score for security was dodgy as fuck, as was their score for political and economic stability.
France seems eminently sensible in that case. South Africa was the WRU recommendation but I'd imagine that was based on them thinking it was a better market for developing the game, there's certainly no shortage of money in French rugby after all.

Insular as fark. The Rugby League World Cup.is a prime example eg people only put their hands up for Island Nations after they have missed out on the Kangaroos.

They have a massive complex about the AFL, so everything is put into becoming a 'national sport' instead of doing what they should be doing and throwing money at Fiji and the obesity islands. The Radradra bollocks just fell through those cracks because there was nothing in place to make playing for Fiji worthwhile.
The AFL complex is the reason most Sydney games are played in an empty Olympic Stadium and not back in the Suburbs where the Leagues Clubs are based.

Kerevi does have some ball handling skills and he is a natural 12. Obviously NRC isnt the same level but he runs good 10/12 lines.
