There is a good case for booting PSG out of the Champions' League for a few years if that goes through. They must know they are going to be sanctioned for it, expecting to just eat whatever fines and limitations are placed on them, so suspend them for the length of these initial contracts.
I'd laugh my head off if PSG got a three year ban from the Champion's League, killing Neymar's drive for the Ballon d'Or before it got started, but it won't happen. They'll get a 'heavy' fine, get their squad allocation trimmed again, and that'll be it.
If you were ever going to SEND A MESSAGE, hammering them is surely your best bet. Nobody is going to miss them, you would keep all of the traditional elite on side, and you could just threaten to take the World Cup off Qatar if they start kicking off.
