See they're viewing the PL as competition as they'll no doubt end up in the CL at some point. So they're trying to be coy on fees but dump all of the money at the feet of the player. The player then kicks off as they want the endless riches but the selling club don't see it, but essentially have to sell the player.
For someone like Salah the cogs must surely be turning. He may yet win the PL this season(doubtful) but the CL he wont have a shot at winning until he's 33 now. Would he go and demand the move? It's rumoured they want to give him millions per week and we know how much he was desperate to earn the big bucks here.
The problem here is you want this money at the start of the window. You want to choose your target, not choose from who is left. This lesson they should have learned only a week ago too.
