I think Southgate does that because he knows they're shaky. Both centre backs are selected for what they can do at the other end. Maybe giving them time on the ball and the long hoofs forward is a way of protecting them?

Pumping it long is definitely the way to go against these even if we had two decent ball players at the back. Senegal’s full backs are horrendous against the hoof over the top.
